
On 21 December 2020 the European Commission ('the Commission'), by notice, initiated an anti-dumping proceeding concerning imports of certain iron or steel fasteners (‘fasteners’) originating in the People’s Republic of China1. The proceeding was initiated pursuant to Article 5 of Regulation (EU) 2016/1036 of the European Parliament and the Council of 8 June 2016 on protection against dumped imports from countries not members of the European Union2 ('the basic Regulation').
Ninety-two exporting producers or groups of exporting producers from the PRC provided the information requested in paragraph 5.3.1.1. of the Notice initiating the above-mentioned investigation, within the time limit provided (please see the Annex to this note for the complete list).
In accordance with Article 17(1) of the basic Regulation, the Commission selected three exporting producers / group of exporting producers, representing the largest volume of exports of the product concerned during the investigation period, which can reasonably be investigated within the time available. These three exporting producers / group of exporting producers are as follows:

Based on the information available at this stage, the proposed sample accounts for 26 % of the volume exported by all cooperating exporting producers and for 13 % of the estimated total export volume to the Union during the investigation period. The cooperating exporting producers that submitted sampling information account for 47 % of the estimated export volume to the Union during the investigation period.
The three sampled exporting producers / group of exporting producers have been requested to complete the questionnaire intended for the exporting producers and to

dispatch it in time to reach the Commission within 30 days from the date on which they were notified i.e. by 5 February 2021.
As announced in the Notice of Initiation, any comments on the sample selection must be received within 3 days of the date of this notification. Based on comments from interested parties and on any additional information made available to the European Commission during the investigation, the proposed sample may be amended if appropriate.
